Project Name: Service Access Points (SAPs)

Funded by: Former RDB IT under Word Bank Fund established 262 SAPs in 30 districts in 2011 AND 2015 now Managed by MINNICT in collaboration with MINALOC and Districts 

About: Service Access Points (SAPs) are physical infrastructure facilities provided at the district and sector levels through which citizens access mainly public services online (Irembo services, RRA, ect…)  as well ICT basic Training other services including printery, scanning, training or internet connectivity. Rwanda has 262 Services Access Points including 62 Districts SAPs ( Telecenters, 2 SAPs per district) and 200 Sector SAPs). Each district SAP is equipped with 15 desktop computers, a printer, a scanner, and internet facility.

Objectives: To enhance village livelihood, increase socio-economic opportunities and create more jobs to Rwanda village residents by empowering them with access to information and services.

  • To transform rural communities into digitally literate and skilled citizens through various digital training programs;
  • To increase access to internet services and applications through provision of services online;
  • To improve efficiency of local government administrative structures by increasing access and availability of e-Government services;
  • To promote the right of all to have equal access to ICT value added services and to experience the advantages of using technological services; and
  • To support the efforts of increasing device penetration through stimulating demand and empowering the citizens with capacity use those devices

Main activities

  • For citizens: Access to e- Services, Access to information through internet and ICT skills buildings 

Main achievements:

  • Since 2015 the establishment of Irembo services citizens more than 50 citizens reached each SAP located at Sector level per day   requesting for irembo, RRA and others e services.  20 citizens are trained to basic Digital literacy, in each District SAP per day others reach districts to have access to information using internet
  • FY 2020/21 Digital Ambassador program will be implemented in 62 district SAPs using SAPs infrastructure
